Appointed in 2020, Mr Al Kadhimi rose to power at a moment of significant economic uncertainty. His ‘White Paper’ provided tangible solutions to the Iraqi economic crisis, setting out over 200 measures designed to promote fiscal responsibility, increase transparency and reduce corruption in the country, confronting the influence of armed factions and militias. Early in his tenure, Mr Al Kadhimi released peaceful protestors from prison, restructured security leadership and pressed ahead with far-reaching legislative reforms.

Widely recognised as a principled and resilient leader, Mustafa Al Kadhimi has dedicated his life to public service. His early opposition to the regime of Saddam Hussein led to his exile in 1986, with Mr Al Kadhimi spending several years residing between Iran, the UK, Sweden and Germany. This period exiled from his home country instilled in him an unwavering commitment to justice, democracy and human rights.

Education & Career

Mustafa Al Kadhimi is an alumnus of the University of Technology’s National Heritage College in Baghdad, having studied electronic engineering before shifting focus and majoring in law. Following his exile, he forged a distinguished career as an award-winning writer, documentarian and human rights advocate. Mr Al Kadhimi has contributed to international media outlets as well as producing documentaries for major television networks. He also led Iraq’s Radio Free Europe as well as co-founding the Iraq Media Network. Al-Kadhimi then assumed the position of Executive Director of the Iraq Memory Foundation, which documents crimes and human rights violations committed by the former regime. 

Credited with improving effectiveness and professionalism in Iraq’s security landscape, enhancing the agency’s impact in the fight against ISIL, Mustafa Al Kadhimi was appointed as Director of the Iraqi National Intelligence Service in June 2016. In this role, he implemented ambitious plans designed to modernise and depoliticise the agency, placing an emphasis on intelligence-driven counter-terrorism strategies.

Regional Diplomacy

Mustafa Al Kadhimi’s deep-rooted diplomatic relationships with other policymakers across the Arab world perfectly positioned him to spearhead various partnerships between neighbouring countries, specifically the Conference for Cooperation and Partnership and the Jeddah Summit. In June 2022, Mustafa Al Kadhimi played a pivotal role in talks designed to increase security and stability in the region, paving the way for the reestablishment of a dialogue between Iran and Saudi Arabia, easing tensions between the two countries. Indeed, experts maintain that this discourse could not have been achieved without Mustafa Al Kadhimi’s input, an achievement recognised by the French government in awarding him a Légion d’Honneur, the country’s highest and most prestigious national order of merit.
